    Real Goods Solar Inc.(RGSE) said it has agreed to raise about $7 million in a private placement financing transaction. Under the terms of the agreement, RGS will issue units consisting of an aggregate of about 2.9 million shares of its Class A common stock and warrants to purchase up to 1.31 million additional shares, at a price of $2.40 a unit. Shares fell 9.7% to $2.62 premarket.

    Another under-$10 stock that's starting to move within range of triggering a big breakout trade is Revolution Lightning Technologies (RVLT), which designs, manufactures, markets and sells, commercial grade, LED replacement lamps, LED fixtures and LED-based signage, channel-letter and contour lighting products. This stock has been a monster for the bulls so far in 2013, with shares up a whopping 445%.

    If you take a! look at the chart for Revolution Lightning Technologies, you'll notice that this stock has recently formed a double bottom chart pattern at $2.19 to $2.22 a share. Following that bottom, shares of RVLT exploded to the upside and hit a recent high of $3.96 a share with strong upside volume flows. Shares of RVLT are now finding some buying interest right around its 50-day moving average of $3.36 a share. If that level can hold, then RVLT will set up to resume its uptrend and potentially trigger another big breakout trade.

    Market players should now look for long-biased trades in RVLT if it manages to break out above some near-term overhead resistance levels at $3.70 to $3.80 a share and then above more resistance at $3.96 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 1.21 million shares. If that breakout triggers soon, then RVLT will set up to re-test or possibly take out its next major overhead resistance levels at $4.94 to $5.50 a share.

    Traders can look to buy RVLT off weakness to anticipate that breakout and simply use a stop that sits right below its 50-day moving average at $3.36 a share, or around $3 a share. One can also buy RVLT off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

In March RVLT raised $5m from the issuance of shares priced at $1.17. The company is still in need of additional financing, and with the s! tock pric! e up 400% in the last three months, it would be wise for them to issue shares right now. This increases the risk for investors dramatically right now.

After President Obama delivered his latest blueprint on climate change yesterday, utilities responded with their own two cents. The Edison Electric Institute (EEI), an association of shareholder-owned electric companies, issued a statement reflecting on the president's plans.

EEI President Tom Kuhn noted that, while electric utilities both understand�and support the importance of addressing climate change, electric companies want to ensure that carbon-cutting policies focused on existing power plants "contain achievable compliance limits and deadlines, minimize costs to customers, and are consistent with the industry's ongoing investments to transition to a cleaner generating fleet and enhanced electric grid."

Carbon dioxide emissions currently clock in 15% below 2005 levels, it said, with sulfur dioxide and nitrogen oxide emissions are down 75% since 1990.

The biggest European rally in 19 months is leaving virtually no stock behind, pushing up equity prices from Frankfurt to Athens as investors plow money into the region at the fastest rate since 2002.

The Euro Stoxx 50 Index (SX5E) has climbed 21 percent since reaching its 2013 low on June 24, with every constituent but three advancing, according to data compiled by Bloomberg. Banks, automakers and phone firms are leading gains on prospects earnings will expand as the region�� financial system heals and its longest recession ever ends.

    One under-$10 technology player that's starting to trend within range of triggering a major breakout trade is On Track Innovations (OTIV), which designs, develops and markets contactless microprocessor-based smart card solutions to customers in Africa, Europe, the Far East, the Americas and Israel. This stock has been red hot over the last three months, with shares up a whopping 134%.

    If you take a look at the chart for On Track Innovations, you'll notice that this stock has been trending sideways and consolidating over the last month and change, with shares moving between $2.70 on the downside and $3.74 on the upside. Shares of OTIV have now started to spike higher off some near-term support at $3 a share and it's quickly moving within range! of triggering a major breakout trade above the upper-end of its recent sideways trading chart pattern.

    Traders should now look for long-biased trades in OTIV if it manages to break out above its 52-week high at $3.74 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average volume of 626,538 shares. If that breakout triggers soon, then OTIV will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $4.50 to $5.50 a share.

    Traders can look to buy OTIV off weakness to anticipate that breakout and simply use a stop that sits just below some key near-term support levels at $3.20 or at $3 a share. One can also buy OTIV off strength once it starts to clear its 52-week high at $3.74 a share with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Potash Producers Sink On Price Worries As Russian Cartel Looks To Grab Share

Fertilizer stocks were tumbling hard early Tuesday, on worries that moves by the world's largest potash producer will push down prices.

Big potash producers were taking the brunt of the hit. Potash Corporation of Saskatchewan (POT) was falling 23% after the open, and Mosaic (MOS) tumbled 24%. Other fertilizer and agriculture companies were also taking a hit, with Agrium (AGU) down more than 7% and Monsanto (MON) slipping more than 3%.

The problem is OAO Uralkali, the world's largest potash producer. Chief Executive Officer Vladislav Baumgertner said today that it was breaking up a sales venture with Belarus that had controlled 43% of global exports. That cartel was one of the world's largest, commanding around 70% of the global market.

Uralkali is looking to grab market share in the new trading landscape it has created with the break, and said it will increase to consumers including China, which imports about a fifth of global supplies, after switching to its own unit, Uralkali Trading, the a joint venture.

These changes could push prices down drastically, to less than $300 a ton by the end of the year, Baumgertner said, a 25% percent drop from the current contract price with China.

    The iShares MSCI Emerging Markets Index (NYSE: EEM) seems to have halted its slide. The index bottomed out year-to-date on February 3, when it was down 11.2 percent. Since then, it has gained 1.5 percent, but bargains in the emerging markets still abound.

    As I discussed in A Plan, Not a Panic two weeks ago, emerging markets are in much better economic shape today than they were even just a few years ago, much less during the currency crisis that peaked in 1998. Foreign exchange reserves are generally much more robust, budget deficits are narrower if they exist at all and, so far at least, the full-blown currency war that many were predicting last year isnt likely to breakout.

    With rationality finally setting in, this is a terrific time to do a little bargain hunting in the emerging markets.

    The most obvious play here is the iShares MSCI Emerging Markets Index itself. Covering China (18.8 percent of assets), South Korea (16 percent), Taiwan ( 12 percent) and Brazil (10.2 percent) with smaller positions spanning Asia and Europe, the fund is most exposed to any shift in sentiment.

    The fund is currently trading at just 10.2 times forward one-year earnings, well below its average of about 18 times over the past two decades. On a price-to-sales basis it is even more attractive valued at just 1.03 times; the last time the i! ndex was this cheap on a sales basis was early 2009.

    So while there are always dangers in trying to call a bottom to any market move, valuations alone are attractive enough to start pulling bargain hunters back in.

    A broadly diversified play on an emerging market turnaround, iShares MSCI Emerging Markets Index is a great buy up to 45, which leaves plenty of room to run back to the average.

    For those who can tolerate a bit more risk, you can also drill down and make more country-specific bets.

    At this point my favorite would be iShares MSCI South Korea Index Fund (NY SE: EWY).

Most U.K. Stocks Rise as Property Companies Advance

Most U.K. stocks advanced, sending the benchmark FTSE 100 Index higher for a second day, led by gains in real estate companies after house prices rose to a record last month.

Land Securities (LAND) Group Plc, Britain's largest real estate investment trust, and Persimmon Plc both climbed at least 1.5 percent. Glencore Xstrata Plc led a rally in commodity producers as base metals climbed. HSBC Holdings Plc (HSBA) led declining shares, falling 1.5 percent.

The FTSE 100 Index rose 3.63 points, or 0.1 percent, to 6,308.26 at the close in London as about two stocks rose for every one that fell. The gauge still lost 1.6 percent this week, for a fourth weekly drop, its longest stretch of losses in 14 months.

"The recent pullback provides investors with another buying opportunity," Citigroup Inc. strategists including Anna Esposito wrote in a report to clients dated yesterday. "The macro backdrop is likely to be supportive for equities with modest global gross domestic product growth, low inflation and super-low interest rates."

The broader FTSE All-Share Index gained 0.2 percent today and Ireland's ISEQ Index added 1.1 percent. The volume of shares changing hands in companies listed on the FTSE 100 (UKX) was 7.2 percent higher than the average of the past 30 days, according to data compiled by Bloomberg.

Gains were limited as a U.S. report showed industrial production in the world's largest economy was unchanged in May and followed a revised 0.4 percent decrease in April that was smaller than previously posted, a Federal Reserve report showed today in Washington. The median forecast in a Bloomberg survey called for a 0.2 percent advance.

Banks Decline

Property companies climbed after a report showed house prices in England and Wales rose to a record in May as government measures to ease credit strains improved the availability of mortgages.

The average cost of a home rose 0.4 percent from April to 233,061 pounds ($365,000), Acadametrics and LSL Property Services Plc said in a monthly report published in London today. Prices were up 2.7 percent from a year earlier.

Land Securities gained 1.5 percent to 902 pence, British Land Co., the U.K.'s second largest REIT, advanced 2.1 percent to 595.5 pence and Hammerson Plc (HMSO) rose 2.1 percent to 507 pence.

Persimmon led homebuilders higher, increasing 1.8 percent to 1,204 pence. Taylor Wimpey Plc (TW/) added 2.9 percent 94.85 pence and Barratt Developments Plc climbed 3.5 percent to 310 pence.

Great Portland Estates Plc (GPOR), the real estate developer focused on London's West End, rallied 3.9 percent to 548 pence. UBS AG upgraded the company to buy from neutral, following a recent decline in the shares.

Among commodity producers, Antofagasta (ANTO) Plc rose 1.4 percent to 904 pence as base metals advanced in London. Glencore Xstrata added 3.2 percent to 315.9 pence and Rio Tinto Group increased 1 percent to 2,786 pence.

HSBC, the heaviest-weighted stock on the FTSE 100, slid 1.5 percent to 680.1 pence for a fifth day of declines.

Severn Trent Plc slid 1.4 percent to 1,760 pence, extending its decline this week to 15 percent after Borealis Infrastructure Management Inc. and its partners walked away from their 5.3 billion-pound ($8.3 billion) offer for the U.K. water utility.

    Gold, as represented by the SPDR Gold Trust (NYSEMKT: GLD  ) , fell quickly on the remarks, but bounced back to unchanged in short order. As of January 10, 2013, Beatrix had four shaft systems, with five ventilation shafts to provide additional up-cast and down-cast ventilation capacity and is serviced by two metallurgical plants. It is a shallow to intermediate-depth mining operation, at depths between 700 meters and 2 200 meters below surface. The mine has a refrigeration and cooling infrastructure in both its North and West Sections. The Company provides training and rehearsals for both small and large scale combat operations, training and preparation of military advisor teams, mobilization and demobilization of forces prior to and following deployment, combat and material development, military staff augmentation, information technology and information assurance, logistics and maintenance support for fielded and deployed systems, support to national security and special operations activities; peacekeeping; consequence management and humanitarian assistance operations worldwide. It plans, prepares, executes and documents realistic and focused mission rehearsal exercises (using both live and computer-based exercises) as final preparation of forces prior to deployment. In addition, it provides consultation and advisory services to the governments and militaries of allied nations.

The Company�� contracts include providing mission support services to three of the United States Army's CTC's: JRTC as prime contractor and the national training center (NTC) and Mission command training program (MCTP) as a principal subcontractor. Its services, products and capabilities include development and deployment of curriculum and related cours! eware, co! mputer-based training, knowledge management and distribution, advanced distance learning (e-learning), serious military games for training, and other advanced education programs for United States and allied forces.

Cubic Defense Systems

CDS is focused on two primary lines of business: training systems and secure communications. This segment is primarily a diversified supplier of live and virtual military training systems and secure communications products to the DoD and more than 35 allied nations. The Company designs and manufactures air and ground combat training systems for fighter aircraft, armored vehicles and infantry, as well as weapons effects simulations, laser-based tactical and communication systems. The Company also designs and manufactures secure communications products focused on intelligence, surveillance, asset tracking and search and rescue.

The segment designs, manufactures and fields a range of technologies that are critical to combat readiness, supply chain logistics and national security for the United States and allied nations.
