LONDON -- The FTSE 100 has risen by 25% over the last year, and many top shares are beginning to look quite expensive.
I'm on the hunt for companies that still look cheap, based on their long-term earnings potential. To help me hunt down these bargains, I'm using a special version of the price to earnings ratio called the PE10, which is one of my favorite tools for value investing.
The PE10 compares the current share price with average earnings per share for the last 10 years. This smoothes out any short-term volatility and lets you see whether a company looks cheap compared to its long-term earnings.
Today, I'm going to take a look at the PE10 for the oil and gas supermajor�Royal Dutch Shell (LSE: RDSB ) (NYSE: RDS-B )
Is Shell a buy?
Over the last year, Shell's share price has risen by just 8.8%, leaving it well behind the FTSE 100, which has gained nearly 25%. However, as the largest company in the FTSE 100 -- with a market capitalization of 拢279 billion -- Shell's main purpose is to generate a reliable dividend income for its shareholders, not capital growth.

It searches for and recovers crude oil and natural gas, transports gas and operates the upstream and midstream infrastructure necessary to deliver oil and gas to market. Upstream Americas also extracts bitumen from oil sands that is converted into synthetic crude oil. Additionally, it manages the United States-based wind business. It comprises operations organized into business-wide managed activities and supporting activities.
Downstream manages Shell�� manufacturing, distribution and marketing activities for oil products and chemicals. These activities are organized into globally managed classes of business, although some are managed regionally or provided through support units. Manufacturing and supply includes refining, supply and shipping of crude oil. Marketing sells a range of products including fuels, lubricants, bitumen and liquefied petroleum gas (LPG) for home, transport and industrial use. Chemicals produces and markets petrochemicals for industrial customers, including the raw materials for plastics, coatings and detergents. Downstream also trades Shell�� flow of hydrocarbons and other energy-related products, supplies the Downstream businesses, markets gas and power and provides shipping services. Downstream additionally oversees Shell�� interests in alternative energy (including biofuels, and excluding wind) and CO2 management.
Projects and Technology manages the delivery of Shell�� major projects and drives the research and innovation to create technology solutions. It provides technical services and technology capability covering both Upstream and Downstream activities. It is also responsible for providing functional leadership across Shell in the areas of health, safety and environment, and contracting and procurement.

Royal Dutch Shell (RDS.A) has never cut its dividend in over 70 years and its current dividend yield, at 5.2%, is one of the highest among peers, as its the company's main way to returning cash to shareholders. The company has distributed over $11 billion of dividends in the last twelve months, including the scrip dividend, which accounted for 44% in the second quarter this year.

Another big risk is from competition. If companies like Shell (RDS.A) or BP (BP) really get aggressive and try to launch their own version of the fuel cards and prevent their gas stations from accepting FleetCor's cards, it will be a huge blow. But this is something that the management has always known about and although it's been tried before, it has not succeeded.

Pipeline Transportation

Its Pipeline Transportation segment owns and operates three crude oil common carrier pipelines and two CO2 pipelines. Its 235-mile Mississippi System provides shippers of crude oil in Mississippi indirect access to refineries, pipelines, storage terminals and other crude oil infrastructure ! located in the Midwest. Refinery Services

Supply and Logistics
The Company provides services to Gulf Coast oil and gas producers and refineries through a combination of purchasing, transporting, storing, blending and marketing of crude oil and refined products, primarily fuel oil. It has access to a range of more than 250 trucks, 350 trailers and 50 barges with 1.5 million barrels of terminal storage capacity in multiple locations along the Gulf Coast, as well as capacity associated with its three common carrier crude oil pipelines.

The Company�� oil leases located in Oklahoma were originally obtained from one lessor RC Oil Co.
Texas Project
This project comprises of three leases Swenson, Reves and McLellan. On January 27, 2011, the Company�� subsidiary New Western Texas acquired a 50% working interest in 160 acres of oil and gas leases in Jones County, Texas, known as the Swenson Lease. On August 8, 2011, the Company�� subsidiary New Western Texas was assigned from a third party a Paid Up Oil and Gas Lease agreement with Michael L. McLellan and Paula McLellan (Lessors), which provided us a 50% working interest in approximately 160 acres of land for the purpose of exploring for developing, producing and marketing oil and gas, along with all hydrocarbon and non-hydrocarbon substances produced.
Kansas Project
On December 20, 2011, entered into an assignment of oil and gas lease with an independent third party for an oil and gas property in K ansas referred to as Chautauqua Lease, whereby the assigno! r ! granted the rights to the Company to carry on geographical and other exploratory work, including core drilling, and the drilling, and operating for producing, and marketing all of the oil, gas, including all associated hydrocarbons. As of December 31, 2011, the Company has not started any oil and gas exploration on Chautauqua Lease.
Pennsylvania project
The property is approximately 23 acres and is located on a glacial aged kame terrace. The terrace sands, gravels and finer sediments were deposited in response to blockage by glacial ice. Pennsylvania's Marcellus Shale natural gas producers operate approximately 50,000 wells and deliver more than 158 billion cubic feet of natural gas.
