Bernanke: 2014 could be better year for economy

WASHINGTON (AP) — Federal Reserve Chairman Ben Bernanke said Friday that factors which have kept the economy from accelerating appear to be abating, and he predicted stronger growth in 2014.

Americans' finances have improved and the outlook for home sales is brighter, Bernanke said. He also expects less drag from federal spending cuts and tax increases.

The combination "bodes well for U.S. economic growth in coming quarters," Bernanke said during a speech to the annual meeting of the American Economic Association in Philadelphia.

Bernanke made a similar assessment of the economy at a Dec. 18 news conference after the Fed's last meeting. At the meeting, the Fed announced it would begin in January to reduce its monthly bond purchases from $85 billion to $75 billion, noting signs of an improving economy.

The bond purchases are intended to keep long-term interest rates low and encourage more borrowing and spending.

Friday's appearance was expected to be one of Bernanke's final speeches as Fed chairman. He is stepping down at the end of this month after eight years leading the central bank.

The Senate is expected to confirm Janet Yellen Monday to be the next Fed chairman. She would take over on Feb. 1.

In his speech, Bernanke said that he tried to make the Fed more transparent and accountable while at the same time combating a deep recession and severe financial crisis.

Making the Fed more transparent was an important goal for him when he took over in 2006. He cited his participation in more television interviews, his efforts to hold more town hall meetings and his visits to universities. Bernanke also added a quarterly news conference after four of the Fed's eight policy meetings.

"We took extraordinary measures to meet extraordinary economic challenges and we had to explain those measures to earn the public's support and confidence," ! Bernanke said.

Bernanke said while the financial crisis has passed "the Fed's need to educate and explain will only grow."

Want Cheaper Healthcare? Just Make Less Money

Over the weekend, the San Francisco Chronicle delivered a stunning message that discourages and demotivates American workers from earning more income and promotes greater government dependency.

It's all thanks to sloppy incentives created by the Affordable Healthcare Act.

The Chronicle reported that Karen Pollitz, a senior fellow at the Kaiser Family Foundation, said last week that workers in California should consider reducing their 2014 income and work hours in order to qualify for Obamacare subsidies.

"If they can adjust (their income), they should," said Pollitz. "It's not cheating, it's allowed."

For a California family to fall under the 400% of poverty-level ceiling (the threshold to qualify for government assistance), the family's net income must be at or below $62,040. However, if they make just $1 more than this amount, they will not qualify for thousands of dollars in public assistance to purchase healthcare.

Earning $62,041 would trigger a massive increase in taxes and cost of healthcare premiums for the family.

In progressive terms, that amounts to a loss of a subsidy worth more than $10,000 each year for a family of four.

This is all part of a perverse welfare system that has for decades discouraged economic advancement.

As these Obamacare incentives now begin to creep into the lives of the middle class, the government is playing an extremely dangerous game with state dependence. This will have a staggering impact on the economic health of the middle class.

Incremental Income Displacement

For decades now, a debate has swelled on the influence of welfare on the motivations of Americans to find work or advance their careers to the next level. Some critics have argued that welfare discourages work and enables some to live off the production of their neighbors.

Meanwhile, supporters of the system believe it is a vital safety net that prevents Americans from living in squalor and limits economic inequality.

While the welfare system may have the best intentions, it is poorly designed. It's a flawed system that creates disincentives for workers to climb the ladder of economic development.

Then individuals decide to stay at lower-paying jobs to maintain welfare benefits instead of taking better pay, more responsibility, and freeing themselves of government dependence - a line known as the "welfare cliff."

Just take this example from Pennsylvania...

Gary Alexander (the state's secretary of Public Welfare) explained in 2012 that a single mother is better off making $29,000 than she is making $69,000 thanks to the massive influx of public programs available to support her and two children.

At $29,000 in gross income, she will end up with $57,327 in pay and social benefits. But as she begins to increase her gross income (or take-home pay), those benefits erode, and her net income and benefits begin to shrink.

She would not make the same amount of money to pay her own way until she adds another $40,000 in gross pay. In fact, her net income at $69,000 is still lower than the benefit-laden salary above since she would only have $57,045 after taxes.

The welfare-related benefits remove the incentive for her to take a new, better-paying job - even if the new position offers greater career-building skills and development. That's how the flawed welfare system gets people hooked to government programs.

Now Obamacare will allow this problem to slowly creep into the economic decisions of the middle class. This will trigger a serious impact on entrepreneurialism, the public debt, and growth in the economy.

Pollitz encouraged any family thinking of getting subsidized health insurance from Covered California in 2014 to cut their incomes down to qualify. But Pollitz failed to understand the consequences of her suggestion...

    The most-hated name on our list today is M&T Bank (MTB), the $16 billion regional banking stock that tips the scales as one of the 20 largest banks in the country (and is one of Warren Buffett's favorite stocks). With a short interest ratio of 27.22, it would take more than five weeks of buying pressure for short sellers to exit their bets at current volume levels. That means that just about any catalyst could trigger a short squeeze right now.

    M&T Bank was one of the well-run regional names that actually fared well in the wake of the 2008 financial crisis. By actually sticking to retail and commercial banking and maintaining better underwriting standards, MTB ended up with a loan book that was high enough quality to make it through the lean years. Like other banking names, MTB sought to grow its business by acquiring smaller banking names -- and that's one of the big black clouds that investors are fixating on right now. Shares are seeing high short interest thanks to a regulatory edits to improve risk management and a pending acquisition of Hudson City Bancorp (HCBK) that's been a debacle.

    All of that negative sentiment has been piling up for the last two years (meanwhile, net margins are consistently above 25% and shares have actually managed to rally more than 62% over that stretch). The sheet amount of event risk surrounding earnings and the Hudson City merger make the prospect of being short here pretty scary. As soon as shorts start covering, expect a chain reaction.

Upcoming Trial Data for Inovio and OncoSec Add to Market’s Interest in Electroporation

Recently presented data from a preclinical study performed using Inovio Pharmaceuticals' (NYSE: INO) DNA vaccine against the H7N9 strain of avian influenza (bird flu) garnered some interest and buying momentum in INO, although investors seemed even more impressed after the release of the peer-reviewed publication analyzing the data from 2 Phase I trials for Inovio's PENNVAX-B vaccine, which was delivered using Inovio's CELLECTRA electroporation device. PENNVAX induced a strong T-cell response in 89% of the patients that had received three doses of the vaccine plus a signaling protein called Interleukin-12, inducing a best-in-class immune system response against HIV.

In light of the data, INO is up 93% in the last month of trading and hit a recent 52-week high of $1.57/share. Although the stock has pulled back, investors who are bullish on the stock now have more detailed Phase I clinical data supporting their position.

Although the data are from Phase I trials, they demonstrate quite clearly that the delivery of DNA plasmids into mammalian cells via electroporation – in vivo – truly works as intended. This is exciting for biotech investors due to the broad range of possibilities introduced by DNA vaccination.

Another company that has benefitted from Inovio's newfound attention is OncoSec Medical (OTC: ONCS) – a newer "offshoot" company that uses a similar but distinctly different electroporation device known as the OncoSec Medical System (OMS) that is based on Inovio's technology. The specific amplitude and frequency of the OMS electroporation is calibrated such that plasmid delivery into solid tumor masses is fully optimized, while CELLECTRA electroporation is less specialized and focus more on the vaccination of skin cells. The cross-license agreement made between Inovio and Oncosec also covers the two devices for their distinctly different applications.

The two companies also have significant upside potential in the coming months based on catalysts for their most important development programs.

Inovio – Phase II Cervical Dysplasia Data for VGX-3100

The link between Human papillomavirus (HPV) and cervical cancer has been well established with past research, although significant unmet demand still remains for more effective vaccines to prevent cervical dysplasia caused by HPV in patients that already contracted the virus. Current treatment is limited to HPV prevention. The VGX-3100 program aims to prevent cervical cancer by inducing a strong immune response against precancerous cells that have been mutated by a HPV infection. The activated T-cells may be able to eliminate – or at least regress the cervical cancer.

Phase II data for the VGX-3100 program is expected in the first quarter of 2014, which will provide more data on the extent of the immune response induced by the VGX-3100 DNA construct and the CELLECTRA electroporation device.

Inovio has already reached a market capitalization of $232 M at the time of writing, which limits the stock's upside but establishes Wall Street's initial confidence in the commercial viability of DNA vaccines. Given strong Phase II data, Inovio should be able to move above a $300 M valuation and stay there.

OncoSec – Phase II Melanoma Data for ImmunoPulse

ImmunoPulse is the name OncoSec uses to refer to the therapy that was developed using the OMS with a plasmid designed to code for Interleukin-12. IL-12, which was mentioned earlier, is a signaling protein that plays a vital role the body's natural immune system response. ImmunoPulse is currently being developed for three separate indications: late-stage melanoma, Merkel cell carcinoma (MCC), and cutaneous T-cell Lymphoma. These are all in Phase II development, although it's worth noting that the melanoma indication is the furthest developed of the three and has recently completed enrollment for its 25-patient trials.

In multiple past trials Interleukin-12 was demonstrated to be an efficacious anti-cancer therapy (particularly melanoma), although it was always constrained by its safety profile. Patients who received the most effective doses of recombinant IL-12 saw unacceptable hepatotoxicity, and other adverse side effects which prevented its widespread use by doctors. Through the use of plasmids, OncoSec is able to introduce similarly high levels of IL-12 into patients without any apparent signs of toxicity.

"OncoSec put ImmunoPulse through a 24-patient Phase I safety trial to determine the profile of plasmid interleukin-12 paired with electroporation with the Oncosec Medical System. Robust expression of IL-12 – as high as 2,813 pg/g (convertible to 2,813 ng/kg) was seen in patients who received the highest dosing of IL-12 plasmid at 1.6 mg/mL on day 11. Mean IL-12 expression in two three-patient cohorts receiving the highest dosage were  1,124 and 870 ng/kg respectively, surpassing the limits of recombinant IL-12 injections."

Interim response data from the nearly-completed Phase II melanoma trial is expected in Q3 2013, while the full data is expected in Q4 2013 or Q1 2014. The market generally disregards Phase I data, implying that a continuation of the good results seen in Phase I trials with ImmunoPulse will draw significant attention to OncoSec and the commercial potential in melanoma, MCC and cutaneous lymphoma. In particular, investors are looking for significant responses in malignant melanoma tumors that are distant from the electroporation and IL-12 injection sites, which would imply that ImmunoPulse generates a systemic (rather than local) immune response. Since this is very difficult to achieve with tolerable doses of Interleukin-12, it's implied that ImmunoPulse will make IL-12 viable for oncologists treating late-stage melanoma patients that have subpar or compromised organ function.

OncoSec is trading at a $36.6 M valuation at the time of writing, which reflects the market's skepticism over the company's technology and commercial viability. Positive Phase II data is likely to have a bigger percentage-based impact on Oncosec's valuation, since it would put the company "on the radar" for larger biotech investors. This effect could double the stock pretty easily within the next year, although investors buying now are exposing themselves to a double-edged sword.

Ritz-Carlton Is Coming to Wherever You (and the Chinese) Want to Be

SAN DIEGO (TheStreet) -- Ritz-Carlton is embarking on an ambitious expansion of properties over the next three years that will bring its total portfolio to 100 hotels worldwide in ever more exotic locations as it seeks to capitalize on luxury travel trends.

The expansion, announced last week, involves approximately 20 new properties by 2016, including six hotels scheduled to open by the last quarter of this year. Openings are scheduled for locations including Bali, Morocco and three sites in China.

"This is part of our strategic growth plan and is also based on our desire to be where our guests travel," says Ritz-Carlton's global officer of worldwide operations, Bob Kharazmi. During a telephone interview about the expansion, Kharazmi explained that the hotel chain uses a variety of input to identify locations for future properties, including surveys, customer comments, studies of luxury trends and meetings with business partners who book substantial amounts of business with Ritz-Carlton. The emerging travel habits of the Chinese are also playing a role. Travel out of China will hit 100 million travelers by 2020, so we are always interested to know where they are going, and that becomes a road map for us," Kharazmi adds. Among the exciting locations coming for the luxury hotel chain is Tamuda Bay, just a few miles outside of Tangier, Morocco, scheduled to open in 2015. The chain is also opening a property in Marrakech in 2016.

In China, Ritz-Carlton hotels will soon be found in Chengdu, Tianjin and Nanjing.

The chain's just-announced expansion also includes its first offerings in Israel, Kazakhstan and India.

Kharazmi was unable to disclose exactly how much Ritz-Carlton will spend to build the 20 properties, as each has different ownership and financing arrangements. The design of the hotels -- as well as furnishings, food and beverages -- will also vary by location to be in step with the host country or city. "We try to be consistently inconsistent with the design phase," Kharazmi says. "We try to bring relevancy of the market where the property is located. So if a property is in Bali, it will have the look, feel and touch of Bali and Balinese culture within the design. If the property is going to be in Morocco, the same thing -- it will have a Moroccan look and feel. We design properties to be relevant to their marketplace." This won't be the last of the expansion announcements. These are good times for Ritz-Carlton, Kharazmi confirmed, both in terms of continued growth and recognition as a leader in the luxury industry. The growth in total dividend income was helped by annual dividend increases by Phillip Morris International (PM) and Altria Group (MO) in every year since 2008. Kraft Foods stopped boosting dividends in 2008 however, and maintained them flat for a period of 3 years, before the company itseld split into two separately traded parts ��Mondelez International (MDLZ) and Kraft Foods Group (KRFT). In general, Altria Group (MO) should have never been removed from any of the lists of dividend growth stocks. I was positively surprised by the fact that Dave Fish had included the company in his list of Dividend Champions. The point of this story is that investors should not use a mechanical approach to screening for stocks, but utilize their knowledge in order to identify opportunities that others less knowledgeable investors might have missed.

    Mark Lennihan/AP NEW YORK -- Kraft Foods is recalling 96,000 pounds of its Oscar Mayer wieners because they may mistakenly contain cheese. The U.S. Department of Agriculture's Food Safety and Inspection Service said Sunday that Kraft's "Oscar Mayer Classic Wieners" may instead contain the company's "Classic Cheese Dogs." The agency said the product labels are incorrect and don't reflect the ingredients associated with the pasteurized cheese in the cheese dogs. Those products were made with milk, a known allergen, which isn't declared on the label. It said the problem was discovered by a consumer who notified Kraft on Friday. The company alerted the USDA the following day, according to the statement. The Food Safety and Inspection Service said it hasn't received reports of adverse reactions. A representative for the agency wasn't immediately available for comment. A representative for Kraft Foods Group (KRFT), Joyce Hodel, said in an email that the hot dogs were made in a plant in Columbia, Mo. The products were made in early March and bear the number "Est. 537H" inside the USDA mark of inspection. People with questions about the recall are being asked to contact Kraft's consumer relations department at (855) 688-4386. The recall applies to: 16-ounce individual consumer packages of "Classic Wieners Made with Turkey & Chicken, Pork Added," with a "USE BY 16 Jun 2014" date and product code "044700000632." Cases of 16-ounce packages that were distributed to retailers of "Classic Cheese Dogs Made with Turkey & Chicken, Pork Added, and Pasteurized Cheese Product," with "USE BY 16 Jun 2014" date and case code "00447000005300." Those cases may contain packages that are mislabeled as "Classic Wieners," according to Hodel.

    Another name that's starting to move within range of triggering a big breakout trade is Whiting USA Trust I (WHX). This stock hasn't done much so far in 2013, with shares up just 4.5%.

    If you look at the chart for Whiting USA Trust I, you'll notice that this stock has been uptrending strong for the last few weeks, with shares moving higher from its low of $3.65 to its intraday high of $4.87 a share. During that move, shares of WHX have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now spiked shares of WHX back above both its 50-day and 200-day moving averages, which is bullish. Shares of WHX are now quickly moving within range of triggering a big breakout trade.

    Traders should now look for long-biased trades in WHX if it manages to break out above some near-term overhead resistance levels at $4.90 to $5.04 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 321,220 shares. If that breakout triggers soon, then WHX will set up to re-test or possibly take out its next major overhead resistance levels at $6.23 to $8.01 a share.

    Traders can look to buy WHX off any weakness to anticipate that breakout and simply use a stop that sits right below its 50-day at $4.12 a share. One can also buy WHX off strength once it takes out that breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.
